Diversity Certification Participants

The AICP seeks to foster and encourage diversity in company ownership and operation within the commercial production industry.  In support of this effort, the following member companies have obtained Small Business Administration (SBA) or third party certification as a business owned and operated by one or more socially or disadvantaged persons.  Some programs are open to all small businesses; others are open only to small businesses with certain designations. 

According to the SBA, “Diversity promotes innovation, opens new channels of revenue and creates partnerships which provide opportunities that fuel the economy.”  Each year, the federal government purchases approximately $400 billion in goods and services from the private sector.

Certification allows AICP members to better compete for and win federal contracts.  SBA certified programs provide support for growing your company, offering small business workshops and networking events with government contractors.

In addition to government work, many advertisers and agencies utilize this list to identify and refer private sector opportunities to AICP members.

In most cases, the SBA is the issuing authority for the programs described below.  Some programs only require third party certification through entities such as the Women’s Business Enterprise National Council or the National Gay & Lesbian Chamber of Commerce.  You may learn more about the benefits and qualifications of SBA certified programs HERE.

LGBT Business Enterprise (LGBTBE)

As the business environment becomes more inclusive and further diversifies its supply chain, certification offers the opportunity for LGBT-owned businesses to differentiate themselves from their competitors. Certified LGBTBEs are also eligible for scholarship programs, mentorship, leadership training and other business development tools. LGBTBEs must be at least 51% owned, operated, managed, and controlled by an LGBT person or persons.

Minority Business Concern (MBE)

This is a for-profit enterprise physically located in the U.S, which is owned, operated and controlled by minority group members. "Minority group members" are U.S. citizens who are Asian, Black, Hispanic and Native American. Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly owned business, at least 51% of the stock is owned by one or more such individuals.

Small Disadvantaged Business Concern (SDB)

Small disadvantaged businesses can self-certify their status for subcontracting purposes without having to submit an application to the Small Business Administration (SBA). While no application is required for SDB status, you must still understand SBA criteria, and receive minority certification from a third party certifier such as the city, state, or regional business council who has such authority. Criteria includes a person owning 51% or more by one or more socially or disadvantaged persons.

Small business concerns that are at least 51% owned by women who are U.S. citizens, who also control and operate the business. "Control" in this context means exercising the power to make policy decisions. "Operate" in this context means being actively involved in the day-to-day management. They must meet the SBA size standard requirement as defined in 8(m) of the Federal Register.
